The per-country structural assessment across five independent datasets — political-violence pressure (ACLED), structural fragility (FSI), PRC lending exposure (CLG), import dependence (BACI), and official country risk classification (OECD). Divergence is the one derived column. It holds no data of its own: it compares the fastest signal here (PV pressure, a four-week window) against the slowest (the OECD classification, which changed a median of four times per meeting across 137 countries and holds one band for a median of seventeen consecutive meetings). A country whose pressure is rising while a classification with headroom stays put is where warning lives. Where the OECD band is already 7 the scale is exhausted and silence means nothing — that case is labelled separately.
What it is not: live AOI indicators (seismic, cyber, air, maritime…) are assessed per area-of-interest on the console globe, not per country — inventing per-country cells for them would be fabrication, so they are deliberately absent here.
